In Avadi, Chennai, a string of killings follow a similar pattern: stabbing with a knife. Before even being slain, the subject is paralysed every time. Police, lead by CBI officer Krishnaswamy (Nedumudi Venu), suspect various persons, until eventually narrow it down the perpetrator to a guy in his 70s, depending upon that style of writing of a note left behind from the killer when murdering his most current victim, a government finance official.

An old man, later identified as Senapathy (Kamal Haasan), a veteran Indian freedom fighter who had been a member of the Indian National Army did lead by Subhas Chandra Bose, kills the officer for endangering a poor old woman to bribe him to hand over such a monetary amount of compensation of $10,000 provided by the government after her husband was killed inside a riot.

Chandrabose aka Chandru (Kamal Haasan) is indeed a small-time broker stationed from outside the Regional Transport Office in Chennai, who, with both the help of his helper Subbaiah (Goundamani), assists individuals in acquiring permits and licences from the RTO.

Subbaiah and an RTO official, Paneerselvam (Senthil), have a recurring feud. Aishwarya (Manisha Koirala), Chandru’s love interest as well as an animal rights activist, competes for Chandru’s attention alongside Sapna (Urmila Matondkar), a medical student and the daughter of an RTO official. Chandru makes friends with Sapna’s family in order to get a job as a brake inspector at the RTO. Sapna and her mother are taking advantage of Chandru’s condition, forcing him to perform food shopping, washing, and practically every other home job, according to Aishwarya. Sapna ultimately realises that Chandru loves Aishwarya and abandons her affection for her.

Soon after, it is discovered that Chandru is Senapathy’s son. Senapathy’s obsessive stress on honesty and righteousness, which Chandru thinks is dead and useless, had caused them to fall apart.

However, Krishnaswamy finds his way to Senapathy’s residence by impersonating a freedom warrior qualified for the Swathantra Sainik Samman Pension Scheme. When he endeavours to apprehend Senapathy, he along with his puppeteer wife Amirthavalli manage to flee using his Varma Kalai expertise.

Senapathy then kills a corrupt doctor in front of a tv audience for refusing to treat Senapathy’s daughter Kasturi (Kasthuri), who’d been suffering from third-degree burns, since he demanded a bribe, that Senapathy rejected, murdering her. Senapathy’s popularity is surging as he uncovers a slew of corrupt figures. Senapathy doesn’t really help his son in any way. Chandru, having bribed his way into a position as a brake inspector, accepts a bribe as well as issues a safety certificate to a bus with defective brakes, that kills 40 schoolchildren on board as well as the driver.

Chandru, on the other hand, seeks to blame the bus driver for the accident by bribing a police officer as well as a doctor. Senapathy is hell-bent on punishing Chandru the very same way he punishes others: death. Senapathy goes to the airport wherein Chandru is trying to leave for Mumbai, despite calls from Amirthavalli and Aishwarya to spare his life. Senapathy murders Chandru and seems to die inside an explosion affecting an airliner after a pursuit culminates at the airport. Nevertheless, when Krishnaswamy examines the videotape, he learns that Senapathy managed to flee before the vehicle detonated.

Senapathy calls Krishnaswamy from Hong Kong inside the epilogue, suggesting how he would return so when the necessity arises.
