It was highly appreciated for its technical elements, soundtrack, and plot. India is a hotbed of arms trafficking. Veeran, a brigand, receives the weapons from Bala Thakur, a gun handler. Veeran and his gang ambush a wedding bus, killing everyone on board. In Mumbai, the government creates a Special Action Team to investigate the incident.

ACP Ajay Singh Rathore (Aamir Khan), a Mumbai resident, attends a concert by the elderly Muhajir Gulfam Hassan (Naseeruddin Shah), a renowned ghazal singer. Gulfam was born in India but was forced to flee to Pakistan as a youngster after the partition; emotionally traumatised by the incident, he is grateful to the government for allowing him to stay in his opulent home whenever he visits India. Ajay, who used to attend Gulfam’s events as a youngster, turns out to be a major admirer, and the two become friends. Ajay also reconnects with Seema (Sonali Bendre), with those whom he had a romance while they were both studying in Delhi. The couple develops feelings for one other.

When infamous mobster Sultan (Pradeep Rawat) escapes his clutches, Muslim Inspector Salim (Mukesh Rishi) gets removed from the team. He is chastised for his failure, as well as the deaths of three cops as a result of the effort. Despite being a trustworthy cop, Salim laments the fact that he is treated as a second-class citizen since he is Muslim. When Ajay, who is younger as well as inexperienced, is instructed to lead the squad, he becomes even more enraged. Ajay’s backstory is revealed: his father was about to testify against a terrorist, and his elder brother was slain in an effort to stop them. His father was abducted, and then by the moment the terrorists rescued him, he has lost his ability to speak.

Ajay was inspired to join the police force as a result of this.

Gulfam has been exposed to be a spy for Pakistani intelligence, which is waging a proxy war against India. Because Gulfam admires Ajay, he ensures that nothing bad occurs to him. Salim discovers the whereabouts of Bala Thakur and Sultan and informs Ajay, who persuades him to rejoin the squad once more. Bala Thakur is killed in a shootout with the robbers, while Ajay is wounded. Despite Sultan’s escape, the mission is a success since the squad is able to intercept a shipment of dangerous weapons destined for terrorist Veeran. Because of his failure, Sultan is slain on Gulfam’s orders.

The crew is led to Bahid in Rajasthan by Ajay’s revelation. Ajay meets Gulfam, who is residing at his family manor for the time being. Gulfam’s efforts to sabotage the probe, including ordering an assault on Ajay, are futile. The Pakistani intelligence services are dissatisfied with the frequent failures and have dispatched Major Aslam Baig to handle the situation.

The crew lands at Gulfam’s estate to prepare for a last attack on the gun-running organisation. When Ajay hears of Gulfam’s betrayal, he feels betrayed, but he understands that there isn’t enough evidence to convict him for his crimes. Gulfam is duped into killing Baig, and that he is arrested for it.

Gulfam confesses that he committed the act as a result of the pain he felt during the division. Gulfam, being unable to bear the shame and remorse, commits suicide when Ajay convinces him that his acts help nobody of any faith. The gang returns to Mumbai to tremendous acclaim for uncovering the terrorist ring, although his suicide is kept quiet. Salim receives information concerning Veeran’s whereabouts, while Ajay and his colleagues launch yet another inquiry.
